Each relationship has a defined purpose, documented responsibilities, and an appropriate boundary between program delivery, institutional support, technical review, and independent evaluation.

A partner’s participation in one project does not transfer control of Life that Counts, create authority over a school, or turn the partner into a program evaluator unless the agreement specifically assigns that role.
